Hoping Harbor was first established, in compliance with Clause 37 of the “Statute for Upgrading Industries” (originally Clause 30 of the same statute), with Executive Yuan approval on November 21, 1994.
The Executive Yuan approved the Hoping Harbor Area Planning proposal on June 4, 1997.
The Executive Yuan appointed Hoping Harbor as an Industrial Harbor in a letter dated March 31, 2000.
A joint announcement by the Ministry of Economic Affairs (MOEA) and the Ministry of Transportation and Communications (MOTC) on April 27, 2000 declared Hoping Harbor an exclusive harbor for import/export of raw materials and finished goods for members of the Hoping Industrial Park, and allowed both domestic and foreign vessels entry into the harbor.
