The rise of AI, 5G, Big Data and IoT continues to underpin the growth of the semiconductor industry. According to Deloitte Consulting, 85% of the integrated circuit (IC) companies in the world urgently require cross-disciplinary digital talents to keep up with digital business requirements in automation and machine learning. Given the importance of Taiwan's semiconductor industry in global supply chain, it is imperative for Taiwan to develop professionals in R&D of emerging technologies and high-end chip design to stay ahead of the game.
"Talent Development Program of Semiconductor Industry" is an initiative spearheaded by the Industrial Development Bureau, MOEA and implemented jointly with the Institute for Information Industry. By centering on the core competence in semiconductor, this program aims to enhance cross-disciplinary and practical skillsets in emerging technologies by offering customized, flexible and various corporate training classes that combine consultation, tailor-made seminars, and supply chain co-creation initiatives. Through this program, it is hoped that the Taiwan semiconductor industry can maintain its global competitiveness with high-caliber talents with cross-disciplinary and diverse capabilities.
As such, "Platform for Talent Empowerment and Industry-Academic Cooperation for Semiconductor Industry" was established in March 2021 to connect industrial needs with government resources. Nearly 40 entities including leading companies, academic institutions and industry associations have joined the platform. By conducting talent and technology needs assessments, and with the introduction of a systematic approach to industry consultation and education, this platform seeks to stay on top of the talent and technology requirements and integrate teaching resources in Taiwan to provide optimized and customized corporate training programs in IC design, manufacturing, testing & packaging, smart applications and digital transformation. Companies such as ASE Group, SPIL, UMC, Nanya Technology and Global Unichip Corporation, universities including National Taiwan University, National Tsing Hua University, National Yangming Jiaotong University, National Sun Yat-sen University and Chinese Institute of Industrial Engineers are collaborating via this program to cultivate talents to meet the needs of the industry necessary for industrial upgrade and transformation.
